The Senkaku/Diaoyu Islands dispute is a prominent territorial dispute between China and Japan. This book critically assesses that dispute in a pragmatic, policy-oriented manner. The central question of the work focuses on the various military (direct invasion, coercion) and non-military (bilateral negotiations, binding and non-binding third-party options and delaying) foreign policy avenues available to China to pursue its key interests over the disputed islands. To compare and contrast these different options, the book employs a qualitative rational-choice framework. This allows for a critical analysis on the merits and demerits of various options and to anticipate China's potential course of action based on the principle that China is expected to act in a rational manner. America needs better options for resolving potential crises In recent years, the Pentagon has elevated its concerns about Russia and China as potential military threats to the United States and its allies. But what issues could provoke actual conflict between the United States and either country? And how could such a conflict be contained before it took the world to the brink of thermonuclear catastrophe, as was feared during the cold war? Defense expert Michael O'Hanlon wrestles with these questions in this insightful book, setting them within the broader context of hegemonic change and today's version of great-power competition. The book examines how a local crisis could escalate into a broader and much more dangerous threat to peace. What if, for example, Russia's “little green men” seized control of a community, like Narva or an even smaller town in Estonia, now a NATO ally? Or, what if China seized one of the uninhabited Senkaku islands now claimed and administered by Japan, or imposed a partial blockade of Taiwan? Such threats are not necessarily imminent, but they are far from inconceivable. Washington could be forced to choose, in these and similar cases, between risking major war to reverse the aggression, and appeasing China or Russia in ways that could jeopardize the broader global order. O'Hanlon argues that the United States needs a better range of options for dealing with such risks to peace. He advocates “integrated deterrence,” which combines military elements with economic warfare. The military components would feature strengthened forward defenses as well as, possibly, limited military options against Russian or Chinese assets in other theaters. In the wake of Goudao, the Diaoyu/Senkaku Islands Dispute sparked a series of protests in both China and Japan during the summer of 2012, followed by many maritime skirmishes and even threats of war breaking out between China and Japan. While this sovereignty dispute is primarily between China and Japan, due the Treaty of Mutual Cooperation and Security between the United States and Japan, the US finds itself in a difficult position caught between its security ally it must defend per treaty stipulations (Japan) and one of its greatest economic partners (China). This U.S. policy on the US-Japan Security Alliance impacts Sino-U.S. relations in a variety of ways and will continue to affect the Diaoyu/Senkaku Islands dispute. Understanding this security relationship and its impact on US China relations can help both Chinese and US policy makers make better policy choices. The author surveyed Chinese students at Peking University to understand current Chinese opinions regarding how US-China bilateral relations have been affected by the US-Japan Security Alliance in the wake of Goudao and the 2012 escalation of the Senkaku/Diaoyu Islands dispute. While students in general felt that US-Japan Security Relations and Obama's Pivot to Asia Strategy both negatively impacted US-China relations, Chinese students were nevertheless hopeful about the future of US-China relations. In response to the survey results, the author also poses several policy alternatives, such as improving people-to-people interactions, improving media perceptions and biases, as well as using economic organizations as a foundation for communication and mutually beneficial economic cooperation.

This study offers a contribution to understandings of contemporary Chinese national identity by examining discourse and action in the People's Republic of China engendered by the territorial dispute over the Diaoyu/Senkaku Islands from 1972 to 2012. The approach taken in this study sees Chinese national identity as a continuous process of interaction between official and unofficial voices. The operation of this process, the dynamics of this interaction, is explored through an historical analysis of the developments of the Diaoyu dispute, contextualised alongside relevant case studies. I argue that regime legitimacy in China continues to be challenged by an increasingly empowered popular voice. The substantive content of Chinese national identity, the meaning of being Chinese, is explored by listening to official and unofficial voices during the 2012 anti-Japanese demonstrations in China triggered by the Diaoyu dispute. I argue that two distinct facets of contemporary Chinese national identity were manifest: first, socially-constructed collective memory of Japanese atrocities, kept sensitive and volatile by official and unofficial voices and by the psychological pressures of China's tense and fragile socio-political environment. Second, deep frustration and disillusionment with society, the status quo and the regime. I argue that the motivations behind these streams of frustration and anger are indivisible and interdependent.
