A system of computer software has been developed to make utility-specific estimates of the effects of different legislation on electricity costs. This paper presents sample results from a larger analysis of six pieces of legislation. An Estimate of the Cost of Electricity Production from Hot dry Rock Book Review:

This paper gives an estimate of the cost to produce electricity from hot-dry rock (HDR). Employment of the energy in HDR for the production of electricity requires drilling multiple wells from the surface to the hot rock, connecting the wells through hydraulic fracturing, and then circulating water through the fracture system to extract heat from the rock. The basic HDR system modeled in this paper consists of an injection well, two production wells, the fracture system (or HDR reservoir), and a binary power plant. Water is pumped into the reservoir through the injection well where it is heated and then recovered through the production wells. Upon recovery, the hot water is pumped through a heat exchanger transferring heat to the binary, or working, fluid in the power plant. The power plant is a net 5.1-MW[sub e] binary plant employing dry cooling. Make-up water is supplied by a local well. In this paper, the cost of producing electricity with the basic system is estimated as the sum of the costs of the individual parts. The effects on cost of variations to certain assumptions, as well as the sensitivity of costs to different aspects of the basic system, are also investigated.

As envisioned in this report, LIFE technology lends itself to large, centralized, baseload (or 'always on') electrical generation. Should LIFE plants be built, they will have to compete in the electricity market with other generation technologies. We consider the economics of technologies with similar operating characteristics: significant economies of scale, limited capacity for turndown, zero dependence on intermittent resources and ability to meet environmental constraints. The five generation technologies examined here are: (1) Light Water Reactors (LWR); (2) Coal; (3) Coal with Carbon Capture and Sequestration (CCS); (4) Natural Gas; and (5) Natural Gas with Carbon Capture and Sequestration. Update on the Cost of Nuclear Power Book Review:

We update the cost of nuclear power as calculated in the MIT (2003) Future of Nuclear Power study. Our main focus is on the changing cost of construction of new plants. The MIT (2003) study provided useful data on the cost of then recent builds in Japan and the Republic of Korea. We provide similar data on later builds in Japan and the Republic of Korea as well as a careful analysis of the forecasted costs on some recently proposed plants in the US. Using the updated cost of construction, we calculate a levelized cost of electricity from nuclear power. We also update the cost of electricity from coal- and gas-fired power plants and compare the levelized costs of nuclear, coal and gas. The results show that the cost of constructing a nuclear plant have approximately doubled. The cost of constructing coal-fired plants has also increased, although perhaps just as importantly, the cost of the coal itself spiked dramatically, too. Capital costs are a much smaller fraction of the cost of electricity from gas, so it is the recent spike in the price of natural gas that have contributed to the increased cost of electricity. These results document changing prices leading up to the current economic and financial crisis, and do not incorporate how this crisis may be currently affecting prices.

Assessing the cost-effectiveness of these programs raises difficult questions for utilities and their regulators. This study uses a dynamic model to assess the effects of energy-efficiency programs on utility revenues, total resource costs, electricity prices, and electricity consumption for the period 1990 to 2010. These DSM programs are assessed under alternative scenarios. In these cases, fossil-fuel prices, load growth, the amount of excess capacity the utility has in 1990, planned retirements of power plants, the financial treatment of DSM programs, and the costs of energy- efficient programs vary. These analyses are conducted for three utilities: a base'' that is typical of US utilities; a surplus'' utility that has excess capacity, few planned retirements, and slow growth in fossil-fuel prices and incomes; and a deficit'' utility that has little excess capacity, many planned retirements, and rapid growth in fossil-fuel prices and incomes. 28 refs.

Electricity shortages are among the biggest barriers to South Asia’s development. Some 255 million people—more than a quarter of the world’s off-grid population—live in South Asia, and millions of households and firms that are connected experience frequent and long hours of blackouts. Inefficiencies originating in every link of the electricity supply chain contribute significantly to the power deficit. Three types of distortions lead to most of the inefficiencies: institutional distortions caused by state ownership and weak governance; regulatory distortions resulting from price regulation, subsidies, and cross-subsidies; and social distortions (externalities) causing excessive environmental and health damages from energy use. Using a common analytical framework and covering all stages of power supply, In the Dark identifies and estimates how policy-induced distortions have affected South Asian economies. The book introduces two innovations. First, it goes beyond fiscal costs, evaluating the impact of distortions from a welfare perspective by measuring the impact on consumer wellbeing, producer surplus, and environmental costs. And second, the book adopts a broader definition of the sector that covers the entire power supply chain, including upstream fuel supply and downstream access and reliability. The book finds that the full cost of distortions in the power sector is far greater than previously estimated based on fiscal cost alone: The estimated total economic cost is 4†“7 percent of the gross domestic product in Bangladesh, India, and Pakistan. Some of the largest costs are upstream and downstream. Few other reforms could quickly yield the huge economic gains that power sector reform would produce. By expanding access to electricity and improving the quality of supply, power sector reform would also directly benefit poor households. The highest payoffs are likely to come from institutional reforms, expansion of reliable access, and the appropriate pricing of carbon and local air pollution emissions.
