R D and Licensing Book Review:

This book explains the principles of research and development (R&D) management in an environment which is open to external sources of technology. Organisations no longer undertake all of their R&D in-house. Increasingly, companies innovate by using a combination of R&D and externally sourced technologies. R&D and Licensing shows how to integrate these into the product and process development programme, and provides extensive guidance on intellectual property, licensing and royalty negotiations. The book demonstrates how companies increase their value through the acquisition of intellectual assets. Integrates the concepts of R&D management and technology licensing Describes technology acquisition strategies and techniques Explains how a knowledge of intellectual property can be used to add value

Risk sharing in the Pharmaceutical Industry Book Review:

The productivity in pharmaceutical research and development faces intense pres sure. R&D expenditures of the major US and European companies have topped US$ 33 billion in 2003 compared to around US$ 13 billion just a decade ago. At the same time, the number of new drug approvals has dropped from 53 in 1996 to only 35 in 2003. Moreover, the protraction of clinical trials has significantly reduced the effective time of patent protection. The consequences are devastating. Monopoly profits have started to decline and the average costs per new drug have reached a re cord level of close to US$ 1 billion today. As a result, any failure of a new sub stance in the R&D process can lead to considerable losses, and the risks of introduc ing a new drug to the market have grown tremendously. Particularly if a company is highly dependent on just a handful of mega-selling blockbuster drugs, the risks can be even greater. For example, Pfizer generated about 90% of its worldwide revenues in 2002 with just 8 products. Any shortfall of a promising late-stage drug candidate would have left Pfizer with a gaping hole in its product portfolio. In order to deal with these risks, many pharmaceutical companies have started to organize their R&D in partnership. In fact, more than 600 alliances in pharmaceutical R&D are signed every year.

R D Decisions Book Review:

R&D Decisions, Strategy, Policy and Innovations explores how research and development decisions affect all of us. They are linked inextricably to the performance of firms and of economics as a whole. Their importance means that they are of concern to a large number of practitioners, policy-makers and researchers. This book demonstrates the range of issues and perspectives which R&D can encompass and at the same time brings out the elements which unite them. The papers in this book are organized into three main sections: * Strategy and Organization explores the importance of R&D and of the structures and strategies of individual organizations. The emerging 'core competence paradigm' is especially noted. * Policy and Performance looks at what new thinking on R&D more generally implies for government policy and the performance of industries, regions and economies. * Disclosure and the Market examines issues raised by changing regulations on the disclosure of R&D expenditure.

New Directions in Manufacturing Book Review:

The processes and techniques of manufacturing have changed substantially over the decades and that evolution continues today. In order to examine the potential impacts of these changes, the Department of Commerce asked the NRC to design a workshop to focus on issues central to the changing nature of manufacturing. The workshop brought together a number of experts to present papers about and to discuss the current state of manufacturing in the United States and the challenges it faces. This report presents the results of that workshop. Key challenges that emerged from the workshop and that are discussed include understanding manufacturing trends; manufacturing globalization; information technology opportunities; maintaining innovation; strengthening small and medium-sized enterprises; workforce education; and rising infrastructure costs.

The Future Development of Competition Framework Book Review:

In the march of economic globalization it has become increasingly apparent that divergence in competition policy from one country to another is a major stumbling block. More than any other factor, an international consensus of competition laws is sure to facilitate the clear working interaction among trade, investment, intellectual property rights, and technology transfer that economic progress demands. This forward-looking book offers presents insightful perspectives on how this consensus may be achieved. The Future Development of Competition Framework presents papers and speeches by well-known competition law practitioners versed in competition law and policy, including representatives of national competition authorities. They came from a variety of countries ? including France, Germany, Canada, Mexico, Indonesia, Malaysia, Russia, Japan, Australia, Taiwan, Korea and the United States ? to attend a 2003 conference sponsored by the Taiwan Fair Trade Commission. The book reproduces texts of the various contributions to the conference, including a roundtable discussion. Among the topics addressed are the following: mergers and acquisitions; political interests; enforcement policies and sanctions; national cultures and traditions; international cartels; regional cooperation; concentration indexes and dominance indexes; patent pools; financial deregulation; confidentiality measures; technical assistance; striking the right balance between competition and regulation; reconciling competition policy and development policies. Although they are especially valuable for their concentration on the Asia Pacific countries, these discussions will be of incalculable value to practitioners and academics everywhere who are involved in any of the interconnected branches of economic law or policy covered here.

R D Activity and Acquisitions in High Technology Industries Book Review:

Economic analysis of high-tech industries often assumes that firms¿ abilities to survive in such an industry depend on their own internal R&D efforts. High-tech firms may choose to specialize in either this internal growth (through R&D) strategy or an external growth strategy of acquiring other firms or firms¿ operations. They studied 200 electronics firms over 10 years to test the relationship between R&D intensity and the probability of acquisition. Robust to a variety of dependent variable specifications, they find a strong and significant negative correlation, suggesting that electronics firms may be specializing in one activity or the other. Firms with greater intangible assets, higher profitability and lower debt to asset ratios are more likely to acquire. Tables.

Japanese Telecommunications Book Review:

Presenting a comprehensive survey of the telecommunications industry in Japan, Taplin and Wakui cover the different sectors of the industry – including mobile, broadband and satellite, whilst considering key questions such as the structure and economics of the industry, government policy, and international relations issues connected to the industry. The volume brings together unique analysis by renowned experts in the telecommunications field. One major overall problem is that, unlike many other industries, Japan has lagged behind other countries in telecommunications. Japanese Telecommunications considers why this should be so, showing how far this is attributable to an unmodernized industry structure, and assessing the measures being taken to address the problem. After over a decade of struggle, Japan has recorded rapid uptake of broadband, and Japanese advanced mobile services have become increasingly successful on a global scale. Japan has also undergone regulatory reform, and competition policy is now given top priority by government. Taplin and Wakui examine the most recent developments and provide signposts for the future.

Federal R d Drug Discovery and Pricing Book Review:

Public interest in approaches that might provide prescription drugs at lower cost, particularly for the elderly, has rekindled discussion over the role the federal government plays in facilitating the creation of new pharmaceuticals for the marketplace. The government traditionally funds R&D to meet the mission requirements of the federal departments and agencies. It also supports work in areas where there is an identified need for research, primarily basic research, not being performed in the private sector. Congressional initiatives have expanded to include the promotion of technological innovation to meet other national needs, particularly the economic growth that flows from the use of new and improved goods and services. Various laws facilitate commercialization of federally funded R&D through technology transfer, cooperative R&D, and intellectual property rights. Contents of this report: Overview; Government Support for R&D; Industrial R&D; Patents; Legislative Initiatives; NIH-University-Industry Collaboration; Pricing Decisions and Recoupment; Research Tools; Government Rights: Royalty Free Licenses and Reporting Requirements; Conclusion.
