The killer smog of 1952 could not be repeated unless there were to be a massive return to old-fashioned heating methods, due, for example, to excessive environmental constraints being applied to the more modern energy sources. It is important, therefore, to judge the impact of a new source in terms of its effect on the pattern of existing sources. One should also consider the environmental consequences of rejecting the new installation and examine the alternatives--that its product may either be denied to the community at large, produced elsewhere or produced using existing facilities. These facilities are probably less efficient and may therefore produce more pollution per unit of product than the new plant would. An objective, quantitative, urban-air-pollution model is clearly an essential component in such a decision-making process. Dr. Benarie has produced a distillation of existing modelling techniques which will, I hope, become the launching pad for many future models. As each city is unique, it will need its own tailor-made model, drawing on the best and the most appropriate techniques developed previously. In the assessment and control of air pollution, there is a critical need for reliable and consistent data on the quantity and characteristics of emissions from the numerous sources that contribute to the problem. The large number of individual sources and the diversity of source types makes conducting field measurements of emissions impractical on a source by source basis. The only feasible method of determining pollutant emissions for a given community or base is to make general emission estimates typical of each of the source types. Compilation of these emission estimates or airborne pollutant discharges including oxides of nitrogen (NO(x)), oxides of sulfur (SO(x)), hydrocarbons (HC), carbon monoxide (CO), and particulates (PA) over a period of time, usually one year, is referred to as an Emissions Inventory. A useful tool for estimating general emissions for an emissions inventory is the emission factor. This is an estimate of the rate at which a pollutant is released to the atmosphere as a result of some activity (such as combustion or industrial production) divided by the level of that activity. The use of emission factors for manual calculation of emissions as well as data collection procedures necessary for completion of the emissions inventory are provided within. This report provides guidelines for bioenvironmental engineers and technicians on how to perform Air Emission Inventories (AEIs). Investigations of atmospheric pollution have recently reached a new stage. In addition to the estimation and the monitoring of pollutant concentrations in the air around their sources, by way of observational data and also by calcu lations on the basis of theoretical research, it is now possible to make short term forecasts of air pollution and to use them to regulate industrial emissions. Many countries are interested in such forecasts. In the Soviet Union the organizations of the State Committee of the USSR for Hydrometeorology (Goskomgidromet) are carrying out a wide-scale scientific programme on the devising of methods to forecast atmospheric pollution. Prognostic groups are organized in territorial hydrometeocenters; in essence a new forecasting service has been established. Nowadays, in more than 200 towns of the USSR predictions are made and transmitted to large enterprises for the purpose of taking the necessary steps to preserve air qua lity. To ensure an operative working of this service, Methodological Instruc (1979) have been issued, as well as other instructions and guides. Wide tions scale verifications of proposed calculating methods have been made. Prob lems of forecasting and regulating air pollution have become evident lately in other countries as well. Much attention to these problems is payed by the World Meteorological Organization (WMO). They have been widely dis cussed in a number of international conferences and meetings for modelling and investigating pollutant distribution in the atmosphere.
