Alternative Approaches to Accident Cost Concepts Book Review:

State-level studies of direct motor vehicle accident costs are based on data which are out of date. If these data are used, the Texas Transportation Institute's 1982 update is most accurate and more current than the State-level cost data presented in the AASHTO "Red Book" (1977) and the Transportation Research Board's Methods for Evaluating Highway Safety Improvements (1975). Good national direct cost estimates (and estimates of the cost of police, coroners, etc.) appear in: The Incidence and Economic Costs of Major Health Impairments by Hartunian, Smart, and Thompson (1981) and The Economic Cost to Society of Motor Vehicle Accidents by NHTSA (1983). Good estimates for human capital costs appear in NHTSA (1983) and are preferred over the National Safety Council's 1981 estimates. No estimates exist of psychosocial costs. Estimates of willingness to pay for life and safety would be theoretically superior to human capital costs for use in benefit-cost analyses. Empirical studies of willingness to pay offer widely divergent value-of-life estimates, and most are based on questionable data, assumptions, or estimation procedures. A survey is needed to determine willingness to pay in a highway safety context. Failing that, use of the willingness-to-pay/human-capital approach presented by Landefeld and Seskin in the American Journal of Public Health in 1982 is recommended. It yields willingness-to-pay values approximately 2.128 times as large as human capital costs. A 4-percent discount rate is recommended. All recommended accident cost data are provided in the present report.

Valuation of Fatal and Non fatal Injuries Due to Motorcycle Accidents in Malaysia Book Review:

Policy makers often struggle with the question of what is the appropriate monetary value to be associated with reduced fatalities. As a result, a disproportionate number of road safety projects wre abandoned in favor of other types of projects as they all compete for a limited amount of public funds. This is motivation for carrying out this research the main objective of which is to evaluate of the value of statistical life (VOSL) of fatal and non-fatal injuries among motorcyclists in Malaysia in an attempt to overcome the lack of reliable estimates of accident. The study utilizes extensively two surveys namely the valuation survey amongst motorcyclist covering 6 constituents within the Seremban Municipality in the state of Negeri Sembilan and the epidemiology survey of hospitalized non-fatal injuries amongst injured motorcyclist at Seremban Hospital to develop the Injury Scale Descriptor. Apart from using descriptive statistics, the inferential statistics have been utilised to test the reliability and stability on the estimated values. Results from the valuation survey passed all the criteria of the consruct validity especially the critical scope test. Multiple regression analysis showed statistically significant relationship between WTP and vital variables of income, age, accident experience and riding purpose. A unique variable of race was also found to be significantly related to WTP. Upon control for the effect of inter-countryvariation in income, the mean values of statistical life (VOSL) have been found to be approximately RM1.1 Million and RM 77,000 per non-fatal injury. After considering CDP growth, the suggested estimate to reflect the benefits of roads safety in public policy analysis for tear 2004 is RM1.3 million and RM92,400 fatal and non-fatal injury respectively. This study recommends the need for further reseacrh on other cost elements to complement the human cost in the effort to establish the comprehensive road accidents cost. Other valuation methods should also be conducted is similar valuation studies to fortify the present human cost estimates. Finally, after the succesful estimate of intangible benefits (human cost) of road safety, it is strongly recommended that research on other infrastructure investment benefits be undertaken. Only then, can proper Cost Benefit Analysis method become the instrument in evaluating future investment of transport infrastructure.

Reported road casualties Great Britain 2009 Book Review:

This volume presents detailed statistics about the circumstances of personal injury road accidents. Some 50 data items are collected by the police STATS19 system for each accident, including the time and location of the accident, the types of vehicles involved and what they were doing at the time of the accident, as well as some information on the drivers and casualties involved. In 2009 there was a reported total of 222,146 casualties of all severities (4 per cent lower than 2009). Of those, 2,222 people were killed in road accidents, 316 fewer (12 per cent lower) than in 2008. It has long been known that a considerable proportion of non-fatal injury accidents are not reported to the police and the current best estimate is that the total number of road casualties in Great Britain each year is around 700,000. In addition to the detailed tables there are seven articles containing further analysis on specific road safety topics: an overview and trends in the police data; valuation of road accidents and casualties; drinking and driving; contributory factors in road accidents; survey data on road traffic accidents, including an overall estimate of total casualties; hospital admissions data on road casualties; road safety research. The statistics in STATS19 were reviewed recently and some changes recommended. Also, a new electronic police accident reporting system, CRASH, for secure collection, validation, transmission and storage of road traffic collision reports, is to be introduced in 2011 and 2012.
